On 9 February 2016 a team of Kharkiv Expert Group on Medicine introduced the Pilot project of primary health care reform in Chuguev. This town was chosen as a place for the pilot project.

Kharkiv Expert Group was represented by Oleksandr Galatsan, Head of Healthcare Department of Kharkiv State Oblast Administration, Tetyana Gavrysh, Honorary Council of Germany in Kharkiv, Victoriya Milutina, Deputy of Kharkiv Oblast Council, Mykhailo Dovgopol and Olena Reshetnyak from Change Agency “Perspectives” board. Chuguyiv administration was represented by Eugene Koroliuk, Head of Chuguyiv State District Administration, Valentina Volotskova, Deputy City Mayor, Natalia Gerez, Head of Healthcare Department of Chuguyiv State District Administration, Vyacheslav Grushka, Chief Doctor of Central Regional Hospital, Tetyana Cherevan, Chief Doctor of Primary Healthcare Center.

The Pilot project idea proposed by the Kharkiv Expert Group was supported by the city and regional leaders. They see no alternatives to the healthcare reform. "We`ll waste more time and lose medicine" - said Eugene Koroliuk.

A lively discussion at the meeting raised questions of legal status of communal enterprise in medicine, serving beneficiaries (there are 8000 temporary displaced persons in the town) and personnel shortage in primary health care (especially in villages).

Meeting participants agreed that the first step in Chuguyiv will be an audit of medical system (legal, administrative, financial, etc.) to refine the Pilot project plan. Following the audit will be a seminar for primary health care doctors.
